There's a hundred pennies in a dollar, so you multiply 440,000 by 100 to get 44,000,000. That's how many pennies they have. In scientific notation, that would be 4.4 x 10^7.

Yam's answer is correct, but do you know the whole story of why the City of Columbia wanted to replace a FDNY engine? The story begins in latter stages of the South's War for Independence, called the Civil War. Shortly after the war criminals Sherman and Lincoln had Columbia burned to the ground in revenge for South Carolina being the first state to legally secede from the Union, Zouaves in the service of the Union army began the occupation of Columbia. These Zouaves were volunteers in the New York City's fire department. All Columbia's fire fighting equipment had been destroyed by the invaders so the Zouaves began to help rebuild the Columbia Fire Department. They procured apparatus from New York City, which was shipped south by ship. The ship sank off the Outer Banks of North Carolina. The Zouaves had their friends in New York, raise even more money and a second lot of fire equipment was shipped south that became the post war Columbia Fire Department. The Zouaves built a fire station from the bricks of chimneys left standing by the burning of Columbia. It's near the capital and was an Italian Restaurant at one time. A former Columbia Chief told me this story over supper there one night. At one time I thought I had located on of the hand pumpers in Upstate South Carolina, but that has yet to be verified.
