How can my half sister come to america and attend school?

How can my half sister come to america and attend school?
She is 17 and lives in Colombia. I want her to come live with me in Florida for, I don't know, more than a month probably? I would like for her to go to high school during that time (12th grade), kind of like if she was an exchange student. Can anyone offer any help to make this come true? ^_^ I am not sure what I am supposed to do. Our parents are ok with it.

She would have to be accepted into a foreign exchange student program and live with a family approved by the program to obtain the visa. Otherwise, no visa to enter the US & go to school. Also, you pay out-of-district tuition for her at the school unless she is in a foreign exchange student program with a participating school. There are also problems with unaccompanied minors flying into the US. If child is not accompanied by both parents, or else enrolled in an approved study abroad program, there will probably be problems. Third, this looks like a backdoor immigration scam, and will likely trigger suspicions with immigration.

She can try to get a student visa,but for HS she could only attend for one year. She will have to show she has the money to pay for the HS tuition,around $10,000,it is not free. She will have to return back to her home country after her student visa is over.
